MTE's Involvement
MTE completed a full range of environmental services for the project, including a Phase One and PhaseTwo Environmental Site Assessment (ESA), as well as remediation planning, oversight, and confirmatory sampling. MTE also led regulatory coordination and prepared and submitted the Record of Site Condition (RSC) in support of redevelopment. The transition from commercial to residential use required environmental due diligence in accordance with Ontario Regulation 153/04, including site assessments, remediation, and RSC filing to facilitate redevelopment and access to funding.
Through a detailed Phase One ESA, MTE identified both on-site and off-site environmental considerations, which informed a targeted Phase Two investigation. This work included borehole drilling, installation of groundwater monitoring wells, and soil and groundwater sampling to assess Areas of Potential Environmental Concern. Elevated metals identified in shallow fill materials were delineated and effectively remediated, followed by confirmatory sampling to demonstrate compliance with applicable residential standards.
MTE managed the remediation process, including coordination of off-site disposal and placement of clean backfill, ensuring that post-remediation conditions met the 2011 Table 3 RPI Site Condition Standards. By guiding the project through investigation, remediation, and regulatory approval, MTE enabled the successful filing of a Record of Site Condition—supporting the redevelopment of the site into much needed affordable housing in the downtown core.
