MTE's Involvement
Our role included delivering geotechnical investigations and engineering design reports ahead of RFQs and RFTs to support design and construction of infrastructure upgrades, covering corridors from local residential streets to arterial roadways such as King Street, Frederick Street and Wellington Street.
In addition to new investigations and prior to the enactment of the excess soil regulation, MTE also reviewed soil testing information collected by others between 2016 and 2019. Following the review of data, MTE identified the need for and completed updates for 20 eventual road reconstructions for the City.
The work included assessment of current surrounding properties, review of existing reports, comparison of existing data with the new O.Reg. 406/19 Excess Soil Quality Standards and provision of recommendations and advice via technical memos and addenda to the original reports. This work allowed the City to align and/or update the existing information in accordance with the MECP’s excess soil requirements for each reconstruction project.
Since then, MTE completed excess soil planning documents (Assessment of Past Uses, Sampling and Analysis Plans and Soil Characterization Reports) for each roadway to assess potential concerns, contaminants of concern, and soil quality to identify appropriate reuse options and allow the contractors to understand the soil quality prior to construction.
MTE was also responsible for reviewing the contractor’s Excess Soil Reuse Plans (ESRP) , checking the completeness of the ESRP, vetting reuse or other receiving sites proposed by the project contractor, preparing Excess Soil Destination Assessment Reports and/or filing Notices and registering the reconstruction projects.
Through many of our service lines including environmental excess soil management, geotechnical investigations, hydrogeological studies for dewatering and detailed design for watermain replacements, road reconstruction and rehabilitation, MTE continues to help deliver safer, more reliable, and more resilient infrastructure for the Kitchener community.
