The City of Kitchener retained MTE Consultants to deliver full project management, detailed design, tendering, contract administration, and construction inspection services for the reconstruction of East Avenue between Frederick Street and Krug Street, and watermain replacement between Cameron Street and Eugene George Way, in Kitchener.

This 540-metre reconstruction corridor, along with an additional 638 metres of watermain replacement, serves as a vital connection between residential neighbourhoods and key community destinations, including schools, parks, churches, local businesses, and the Kitchener Memorial Auditorium, while addressing aging infrastructure, improving roadway conditions, and enhancing safety and accessibility in alignment with the City’s Complete Streets and Sidewalk Infill policies.

East Avenue provides direct access to St. Anne’s Catholic School, Sheppard Public School, community facilities, and local amenities.

MTE's Involvement

MTE led a multidisciplinary team to deliver an integrated solution that supports long-term growth and evolving transportation demands within the corridor. The scope included full roadway reconstruction and replacement of critical underground infrastructure, including sanitary sewer, storm sewer, and watermain systems. Surface works included new curbs and gutters, sidewalks, cycling infrastructure, asphalt pavement, and service connections extended to the property line. A defining feature of the project was the transformation of the corridor to support active transportation.

The roadway width was reduced from 12 metres to 9 metres, allowing sidewalks to be widened from 1.5 metres to 1.8 metres on both sides. Dedicated raised bike lanes were introduced and separated from vehicular traffic by a 0.3-metre colour-impressed concrete buffer, enhancing cyclist safety while maintaining on-street parking and efficient traffic flow. MTE’s multidisciplinary team supported delivery through all phases of design and construction, including environmental services such as excess soil delineation, sampling, and reporting in accordance with Ontario Regulation 406/19. Hydrogeological investigations informed dewatering requirements, while geotechnical services included material testing and inspection.

The project delivered a modernized streetscape that maintains existing parking, improves pedestrian and cyclist safety, and enhances overall community character. It stands as a strong example of how thoughtful design and multidisciplinary collaboration can revitalize urban infrastructure while supporting long-term community growth.
